Welcome Message
On behalf of the organizing committee of the International Congress on Biological and
Medical Engineering, I extend our warmest welcome to you. This congress is a joint
meeting of the 5th Asia-Pacific Conference on Medical and Biological Engineering and
the 11th International Conference on Biomedical Engineering. It is jointly organized
by the Faculties of Medicine and Engineering of the National University of Singapore
and the Biomedical Engineering Society (Singapore).
The series of Asia-Pacific Conference on Medical and Biological Engineering is held
once every three years under the auspices of the Asia-Pacific Working Group of the
International Federation on Medical and Biological Engineering (IFMBE). The previous
conferences were held in Tokyo, Beijing, Taipei and Seoul. These meetings provided
an excellent platform for interaction and networking among members in the Asia-Pacific
region. The coming conference will be held in conjunction with the series of biennial
international conference in biomedical engineering held in Singapore. These meetings
attract participants from 30 countries all over the world, the proceedings is of
high quality. As such, it is envisage that the combined meeting will generate
excellent scientific interactions as well as developing friendship across countries
and disciplines.
The program will be exciting, with prominent invited speakers each in their field of
expertise. The Scientific Program will have plenary lectures and keynote lectures.
Our theme for the congress is "The Bio-Era: New Frontiers, New Challenges" We believe
that in this Century of Biology, Bioengineering will face new challenges and it
will require the cross-linking of different disciplines in biomedicine, science and
engineering to bring the field to new frontiers in medicine and health care.
Singapore in the month of December will be transformed into a dazzling Christmas
city of lights. You will be able to soak in the atmosphere, as the congress venue
will be right in the midst of the "most happening" district in Singapore.
I look forward to your participation in ICBME 2002, I assure you that it will be
one of your most delightful and memorable experience.

The Bio-Era: New Frontiers, New Challenges
This century has been designated as the "Century of Biology" and it has already
started off with a big bang with the successful mapping of the human genome. This
post-genomic era brings about endless possibilities in the advancement of biomedical
sciences and the development of new diagnostic and therapeutic treatment for
health and disease. Coupled with bioinformatics and biomolecular engineering,
this can bring about better precise early detection of diseases such as cancer
and the personalized prescriptions of appropriate drugs.
Furthermore, with the advances in nanotechnology, the concept of "laboratory
on a chip" will soon become a reality. The proliferation of knowledge and
technique in isolation and expansion of stem cells will enhance and complement the
development of tissue and organ engineering. This field will be exploited further
with emerging technology in bioprocessing and new biomaterials. Advances in
biomedical imaging and together with robotics and elegant navigation systems
allow surgeons to perform operations with procedures that are minimally invasive
and with pinpoint accuracy.
New and exciting possibilities in life sciences, in particular the area of
biomedicine, are developing. We are standing at the threshold of new
frontiers where new challenges in biological and medical engineering. This
Congress allows us to bring together participants in their respective fields of
expertise for discussions, interactions and collaborative development of our theme
for the Congress. Let us share in the visions and challenges of this new Bio-Era.

Congress Awards
Historically, the conference has attracted very high quality papers from authors who
have demonstrated innovation and excellent research in biomedical engineering. We
intend to recognise their contribution to science and engineering in the advancement
of medical & healthcare. The coming congress will see three categories of awards
being presented. A select committee comprising internationally renowned reviewers
will serve as ICBME 2002 Awards Panel. The three categories of awards are described
below.
1) Young Investigator Awards (YIA)
These awards are given to authors who are 35 years of age or below. The YIA will
come in the form of attractive cash awards and certificates. These awards are given
on the basis of innovation, originality and high impact on biomedical engineering
and health care. Single author paper is encouraged. However, if it is a multiple
authored paper, the young investigator must be the first author and must be supported
by a letter from his/her supervisor(s) or co-author(s) verifying his/her significant
contributions to the research paper.
2) Outstanding Paper Awards (OPA)
These awards are presented to authors (both oral and poster papers) who have
demonstrated excellent research work and have clearly communicated the results of
the research in a clear and concise manner either in the poster format or during
the oral presentation. A cash award and a certificate will be given for each OPA.
Only the presenting author will receive the award and certificate. The awards will
normally be presented at the end of the conference.
3) ICBME Honorary Awards (HA)
These awards are given to honour distinguished scientists who are role models, and
have made major contributions to the field of biomedical engineering. They should
have served as a member of the ICBME International Advisory Panel (IAP) for at
least 3 conferences. Each award will come in the form of a plaque and a certificate.
The HDA will be announced during the conference banquet.
